Raju a 26-year-old tile layer from Bihar working in Surat A composite — built from thousands of real accounts.
1 2013 Raju, from Bihar, lays tiles in Surat.
2 2013 Money home took a week — or a stranger's hand.
3 Today He sends ₹3,000 with his thumb. Instantly.
4 Today Video calls home cost almost nothing.
5 Today His grandmother's worn thumb fails the ration machine.
6 Today Same system. Both stories.
Before 2014 India had solved voice calls. Not data. Data cost ₹200–300 per GB. Only ~250 million internet users. 35% of adults had a bank account (2011). But the rails were already laid: Aadhaar 2009 · NPCI 2008 · IMPS 2010 · RuPay 2012. On record, the BJP opposed Aadhaar.
After 2014
Wire 1: Jan Dhan (2014)
1.8 crore accounts opened on day one
A bank account for every household. Now ~58 crore accounts. 56% owned by women. Zero-balance: 77% → ~20%.
Wire 2: Jio (2016)
₹200 → ₹10 price of 1 GB of data
100 million users in 170 days. Data use: 155th → 1st in the world. A dozen telecom firms became three.
Wire 3: UPI
23.66 bn payments in one month, July 2026
Launched April 2016, slow start. Note ban made the QR code essential. Free for shops since 2020. ~49% of the world's real-time payments.
Cash straight to citizens
₹49 lakh cr transferred directly
300+ central schemes paid to accounts. Govt claims ₹3.48 lakh crore saved. Carried the 2020 lockdown.
Govt buying online
₹20 lakh cr bought on GeM in 10 years
Visible prices, digital bids. Small firms win ~45%. 10% savings claim is self-graded.
Startup boom
8 → ~130 unicorns, 2015 → now
45 unicorns in 2021 alone. Then a funding winter. Byju's collapsed. Now: chips, software, rockets.
Still fighting about
1
Whose revolution?
Government's case Aadhaar sat unused until this govt wired it in. UPI was built and scaled after 2014.
VS
Critics' case Every key part existed before 2014. Cheap data came from a private firm. Phones got cheap worldwide anyway.
The book: Both parties held both positions on Aadhaar. Credit is shared.
Where do you lean?
Government Both hold Critics
2
Who the machine can't see
Government's case Pure fingerprint failure: under 5%. Courts: nobody may be denied. The old system leaked massively.
VS
Critics' case Santoshi Kumari, 11, died after her card was cancelled. Up to 37% denied grain in some villages. 88% of 'ghost' cards were real people.
The book: At 80 crore users, 1% failure = 80 lakh people.
Where do you lean?
Government Both hold Critics
3
A state that sees everything?
Government's case Privacy became a fundamental right (2017). Data law passed (2023). No proven mass misuse.
VS
Critics' case Data law exempts government agencies. Pegasus: govt didn't cooperate with SC panel. World's most internet shutdowns.
The book: Same phone: most inclusive payments, most complete identity net.
Where do you lean?
Government Both hold Critics
The verdict
Digital stack Rupture Rule 4
Strongest verified FOR UPI ~49% of the world's real-time payments; DBT ₹49 lakh crore
